The purpose of the Zoning Board of Appeals is to grant special use permits
and area-bulk variances where warranted, and to decide any appeal involving
the interpretation of the Zoning Code by any administrative officials.
The Zoning Board of Appeals also makes recommendations to the City Council
on ordinances and Zoning Code amendments. The seven member board serves
five-year staggered terms.
The Zoning Board of Appeals normally meets the third Thursday of each
month at 7:30 PM. Meetings are held in the Council Chambers of City Hall
at 100 West Fourth Street.

The purpose of the Planning Commission is to prepare and recommend a comprehensive
plan for the development of the City to the City Council. The Planning
Commission also makes recommendations to the Zoning Board of Appeals on
special use permits and to the City Council on ordinances, code amendments,
plans, and data relative to public improvements. The seven members serve
three-year staggered terms.
The Planning Commission normally meets on the second Monday of each month
at 7:30 PM. Meetings are held in the Council Chambers of City Hall at
100 West Fourth Street.

The purpose of the Building and Property Maintenance Board of Appeals is to decide any appeal involving
the interpretation of the Property Maintenance Code by any administrative officials. Members serve
two-year staggered terms.

The Board is responsible for testing, appointing, promoting, disciplining,
suspending, and discharging Police Department sworn personnel, except
for the Police Chief. The Board also conducts hearings on charges brought
against a member of the police department, except for the Police Chief.
The three-member board serves three-year staggered terms. The Board meets
as needed.

The Board manages the assets of the fund, accepts new members into the
fund and approves regular and disability pensions. The five-member Board
of Trustees includes two members appointed by City Council, as well as
two active police force personnel and one current beneficiary of the Police
Pension Fund who are elected by their peers. The Board of Trustees meets

maintaining a public library for our community. The Board of Library Trustees
