The City of Waterloo purchases water
for resident use from the Illinois-American Water Company. The City
of Waterloo maintains 600,000 gallons of water storage to help
off-set any shortages or pressure reduction that may occur. As the City
of Waterloo is experiencing tremendous growth, a new water tower
is planned for construction in the near future. Additionally, the City
provides for a yearly Miscellaneous Watermain Replacement Program, continuous
water sampling and routine fire hydrant flushing in order to ensure a
clean, healthy water supply.
To establish service, residents must apply and pay a deposit at City
Hall. Security deposits are refunded automatically after twelve months
of consecutive timely payments. When an account is closed, the deposit
is applied to the final balance. For customers who do not have a balance,
a payment refund check is issued. Residents are required to notify City
Hall when closing out an account.
Residential and commercial water rates are based on 1,000 gallons of
usage. A minimum charge of 1,000 gallons is charged per month regardless
of actual usage. A five percent municipal tax is charged on water service.
 
The City of Waterloocurrently operates
two wastewater sewer treatment facilities with a third in the planning
stages. All sanitary sewer lines are televised on a rotation basis and
lift stations are closely monitored on a monthly schedule. A separate
storm water sewer system aids in maintaining balance and control of rainwater
flow.
Residential and commercial wastewater rates are based on 1,000 gallons
of water usage. A minimum charge of 2,000 gallons is charged per month
regardless of actual usage.
The City of Waterloo furnishes electric service through the Illinois Municipal
Electric Agency (IMEA). Additionally, the City owns and operates a Power
Plant that not only has the capability of producing electric for its residents
during peak demand times, but due to a new state-of-the-art Gas Turbine
Engine, allows the City to operate independently during an interruption
of incoming power. Power Plant generation also allows the City to produce
electric for sale on the open market through the IMEA.

or .0032 cents per kilowatt hour (whichever is lower) state tax is charged
on electric service. Also, a step-rate municipal tax is charged per kilowatt
hour (kwh) on electric service.
TheCity of Waterloo provides natural
gas service through their supplier, CenterPoint Energy Gas Services, Inc.
To keep rates highly competitive, gas is purchased and stored for resident
use during peak demand times at a lower cost. The city also conducts a
yearly Copper Service Replacement Program in order to replace outdated
lines for customer convenience and system efficiency.
